Cover the posole with water and bring to a boil. Pour the water off and continue this process until the boiled water is clear. Cook posole in water until corn pops, approximately 2 hours for dried and 30 to 45 minutes if using frozen. Add remaining ingredients and simmer slowly until meat is tender, approximately 2 hours. Add water as necessary to prevent scorching. Use wither powdered or frozen chile.
