Preheat the oven to 350 degrees. Spray a 2-quart casserole with nonstick cooking spray.
Place the potatoes and onion in the casserole. Dot with the margarine and sprinkle with the salt and pepper; top with the rosemary (if using). Bake, covered, until the potatoes are tender, about 50 minutes.
